HOW WE BEGAN
Strategic Precision Management was founded in 2013 to help complex development projects move through government, community, and regulatory hurdles to completion. Since then, SPM has partnered with developers, general contractors, and public-sector stakeholders on some of Chicago's most significant development initiatives, delivering results that hold up under scrutiny.

Robert Charles founded Strategic Precision Management, Inc. (SPM) in 2013 as a full-service government relations and public affairs firm, providing regulatory program management and civic engagement for institutional-grade development across the Chicagoland area.
SPM advises municipal, county, and state elected officials and government agencies on development matters, best practices, and constituent engagement, while partnering with master developers and general contractors to deliver measurable results in compliance, community outreach, and stakeholder alignment.
Registered as a lobbyist with both the State of Illinois and the City of Chicago, Mr. Charles focuses on improved land-use permissions, favorable zoning amendments, and advantageous urban planning outcomes.
MEET OUR FOUNDER & PRINCIPAL
Project experience spans more than a decade and includes the Chicago Fire FC stadium, Rosenwald Courts, the Crescent Heights NEMA high-rise, the Motor Row Tri-Branded Hilton, XS Tennis Phase One, and the McCormick Place and Event Center.
Prior to establishing SPM, Mr. Charles served as a foreign exchange trading officer at ABN AMRO Bank, where he managed institutional liquidity with responsibility for an annual $25 million P&L.
He applies the same risk discipline he honed managing $10 billion in trading liquidity to the regulatory and political risks of large-scale development.
